Rachel Blum is an independent consultant with over 20 years of experience specializing in youth-inclusive economic growth in low- and middle-income countries. She currently works with Education Development Center as a senior technical adviser, where she leads research on youth systems change and the scaling of youth employment outcomes. She previously worked at USAID as a leading technical focal point for youth employment and workforce development.
