Cambodian local authorities arrested Muo Kimsan, a former deputy director general in the rural development ministry, for allegedly embezzling World Bank project funds. The warrant came from the office of Ouk Savuth, the chief prosecutor of Phnom Penh Municipal Court. Muo Kimsan is the first government official to be charged since the scam was uncovered in May.
