Hillary Clinton’s speech at the 2012 Clinton Global Initiative sure caught the attention of international nongovernmental organizations. In her remarks Monday, the U.S. secretary of state indicated she favors a broader network of partners for implementing U.S. foreign aid programs, which at the moment mainly includes iNGOs.
