The European Union is looking at sending Palestinian aid ?selectively? either through the new chief of the finance ministry or via the “temporary international mechanism” that was launched last year. “One possibility is giving aid to the minister of finance. We think the EU will have to work selectively,” according to one E.U. diplomat. Under the Saudi-brokered pact, the finance ministry of the unity government will be led by pro-Western reformer Salam Fayyad, who held the same position from 2002 to 2005 when Fatah was still in power.
