    How the USAID funding freeze impacted the agency’s staff and partners

    Devex sent out a survey asking readers who have been affected by the 2025 USAID funding freeze to share their thoughts. Here is what they told us.

    Massive number of lives at risk around the world. Huge damage to the standing of the United States in the world, especially vis-a-vis China and Russia. Significant job losses. High levels of stress and widespread impact on mental health.

    According to a survey of current and former staffers at the U.S. Agency for International Development and its partner organizations, those are among the domino effects of a stop-work order issued last month covering almost all U.S. foreign aid, which effectively froze spending, resulted in thousands of layoffs, and sent shock waves through the global development community.

    Over the last two weeks, we surveyed our readers who have been affected by the USAID funding freeze to learn their thoughts on the issue and find out how they see the development landscape evolving under the Trump administration.
