In a new report, Tokyo admitted that it plans to use foreign aid to secure African metals needed by Japanese corporations. “International competition for rare metals is intensifying. Regarding Africa in particular, China is stepping up diplomatic efforts for natural resources,” said the foreign ministry. “Under these circumstances, it is extremely important that Japanese companies obtain rights to rare metals and other important resources through direct investment and secure stable long-term supply… It will become more important for Japan to assist these corporate activities by utilizing official development assistance.” The report highlighted the link between Africa’s development to the country’s national interest. It disclosed that the government will focus on building roads and ports, and provide money to mining communities to ensure smooth project implementation.
