The U.S. government welcomed a Feb. 17 ruling by Kenyan Speaker of Parliament Kenneth Marende that President Emilio Mwai Kibaki’s nominations to key judicial and budget positions went against the provisions of the new constitution.

“Progress can only be achieved if the President and Prime Minister work together in a collaborative way to implement the constitution, particularly to ensure that appointments are made in a transparent and credible manner,” according to a Feb. 20 statement of the U.S. State Department.
