    Several U.S.-backed democracy programs in Cuba are running low on funds, the

    reports. This came after the U.S. Agency for International Development stopped gathering new funding proposals in March 2009. Democrats in the U.S. Congress have announced they would block programs they deem provocative and those tagged by the Cuban government as subversive.
