Lack of progress on adaptation agenda at COP 28 raises concerns

Low- and middle-income countries have expressed disappointment and concerns after zero progress was made on a framework to help the world increase its resilience to worsening climate shocks in the first week of the United Nations’ climate talks.

The framework is due to guide countries’ action to deliver on the Global Goal on Adaptation, or GGA — one of the pillars of the Paris Climate Agreement — to enhance adaptive capacities, strengthen resilience, and reduce vulnerability to climate change.

Why it matters: The increasing frequency and intensity of extreme weather events are threatening people’s lives and livelihoods, and greater action is needed to cope with the impacts of a warming world.
