The Nigerian National Petroleum Corp. and China State Construction Engineering Corp. closed a deal worth USD23 billion. The two institutions will jointly seek funding from Chinese authorities and banks to help construct three refineries and a fuel complex in Nigeria. Meanwhile, Nigeria and the U.N. High Commissioner for Refugees were due to start a census of all Liberian refugees in the nation on May 17. The six-day census was to help assess the needs of the refugees.
