Norway dispatched its top peace envoy to Sri Lanka to help negotiate an accord between the government and Tamil Tiger rebels on the tsunami aid distribution. Erik Solheim will go to the town of Batticaloa to take part in talks among the Sri Lankan military, the rebels and European ceasefire monitors. Last week, President Chandrika Kumaratunga said that the proposed joint aid distribution mechanism would provide "the foundation of a final solution of the civil war." The deal, if reached, would represent the "first major collaboration" between the warring sides since peace negotiations broke down in April 2003.
