Member states of the World Health Organization are in the thick of negotiating mechanisms to ensure countries comply with their obligations during the inevitable next global health emergency, but sanctions don’t appear to be under consideration.
The goal is to avoid repeating the same mistakes made during the COVID-19 pandemic, which cost millions of lives and saw huge inequities in access to lifesaving medical products such as vaccines and treatments.
Several global health experts have called for stronger means of enforcement, which can come in the form of incentives, independent monitoring, or sanctions.
