    An 11-member panel headed by former Mexican President Ernesto Zedillo has called for changes to the World Bank hierarchy,

    reports. The panel wrote in a report that there are too many European countries in the bank's executive board, leaving a lot of member countries with little voice and inadequate opportunities to participate. It also recommended that the executive board be downsized to 20 posts.
