The global economic crisis is causing both rich and poor nations headaches. But there's an upside to it, says Laurie Garrett, a Council on Foreign Relations senior fellow for global health. There is now recognition that the developed world has a moral obligation to help low-income nations deal with the crisis and ignoring that responsibility heightens the risk of instability in those countries.
