The top global development employers hiring in Ukraine in 2025
This article highlights the development organizations that recruited the most staff last year amid the ongoing invasion in Ukraine.

Since February 2022, more than 15,000 civilians have been killed and a further 41,000 injured. Millions of people have been displaced, while damage to and destruction of civilian property and infrastructure exacerbate humanitarian needs across the country. As of January 2026, Ukraine had lost more than half of its electricity generation capacity due to repeated attacks on its energy infrastructure. The country’s primary industries, including agriculture, have been crippled, and the cost of reconstruction and recovery is estimated at almost $588 billion. Development partners, primarily NGOs and intergovernmental organizations, continue to provide essential services, particularly to displaced populations. However, data from Devex’s job board shows that 1,244 Ukraine-based jobs were posted in 2025 — a 42.03% decrease from the 2,146 positions posted in 2024. This significant change is likely due to the loss of USAID funding following cuts implemented by the Trump administration throughout 2025. Previously, Ukraine was one of the largest recipients of funding by the United States. As we continue to explore the sector’s shifting hiring landscape, this article provides an update on the global development organizations that recruited the most Ukraine-based positions in 2025. The list comprises international organizations, hiring mainly for their offices in Kyiv as well as operational hubs throughout the country, and providing services in refugee crises, emergency relief, and reconstruction. The Danish Refugee Council posted the most job openings throughout 2025, continuing this trend from the previous year. Meanwhile, the International Federation of the Red Cross, World Health Organization, Chemonics, and Mercy Corps — all previously in the top 10 organizations hiring in 2024 — dropped off the list last year and were replaced by the World Bank, the International Organization for Migration, the European External Action Service, and Nonviolent Peaceforce. Danish Refugee Council (DRC) Headquarters: Copenhagen, Denmark Year founded: 1956 Ukraine-based jobs posted in 2025: 149 The Danish Refugee Council is a leading humanitarian organization that provides lifesaving aid and promotes sustainable solutions for refugees and internally displaced persons. It is currently seeking candidates for a humanitarian mine action assistant. The Karkiv-based role will support the implementation of the Explosive Ordnance Risk Education, or EORE, and Implementation of Non-technical Survey, or NTS, initiatives. European Union Advisory Mission Ukraine Headquarters: Kyiv, Ukraine Year founded: 2014 Ukraine-based jobs posted in 2025: 148 The European Union Advisory Mission Ukraine aims to provide strategic advice and operational support to Ukrainian authorities to reform the country’s civilian security sector and strengthen the rule of law. The organization published several openings in 2025 for advisers on crime and forensics. 3. World Bank Group Headquarters: Washington, D.C., United States Year founded: 1944 Ukraine-based jobs posted in 2025: 78 The World Bank provides loans, grants, and technical assistance to low- and middle-income nations with the goal of ending extreme poverty and boosting shared prosperity. International Organization for Migration Headquarters: Geneva, Switzerland Year founded: 1951 Ukraine-based jobs posted in 2025: 73 The International Organization for Migration is the leading United Nations agency dedicated to promoting humane and orderly migration by providing policy advice and direct humanitarian assistance to migrants, including refugees and internally displaced persons. Norwegian Refugee Council Headquarters: Oslo, Norway Year founded: 1946 Ukraine-based jobs posted in 2025: 68 The Norwegian Refugee Council is a humanitarian organization that provides emergency assistance, legal aid, and long-term protection to refugees and internally displaced persons globally. The NRC is currently recruiting for a monitoring, evaluation, and learning coordinator to be based in Kharkiv and to support system implementation and internal management in its North-East office and suboffice. In 2025, the organization listed several openings for officer-level positions in Ukraine in the areas of logistics and protection from violence. Last year, the agency was looking for program associates across several areas of its work in Ukraine, such as social recovery, disability, and inclusion. Nonviolent Peaceforce Headquarters: Geneva, Switzerland Year founded: 2002 Ukraine-based jobs posted in 2025: 32 Nonviolent Peaceforce is an international humanitarian organization that works to protect civilians in conflict zones through unarmed strategies, working alongside local communities to formulate and advocate for the adoption of nonviolent approaches. The organization is currently seeking a protection officer to be based in the southern city of Mykolaiv and support the implementation of its program on civilian protection and violence-prevention.
