    The top global development employers in Sudan

    This article highlights the development organizations that recruited the most staff in 2025 amid the ongoing civil war in Sudan.

    Sudan, located in northeastern Africa, is the third-largest country on the continent and home to an estimated 53 million people. Its economy has traditionally relied on agriculture and natural resources, but political instability, the loss of oil revenue after South Sudan’s secession, and ongoing armed conflict have significantly contracted economic output and exacerbated poverty and food insecurity. Agriculture remains a primary source of livelihood for much of the population, while gold mining and other natural resource sectors contribute to national income. Since April 2023, Sudan has been engulfed in a protracted civil war between the Sudanese Armed Forces and the Rapid Support Forces, triggering what many international agencies describe as one of the world’s most severe humanitarian crises. The conflict has displaced millions internally and across borders, disrupted basic services and food systems, and driven acute needs for humanitarian and development assistance across the country. Against this backdrop of mounting needs and challenging conditions, development organizations remain central to sustaining humanitarian response efforts, as well as longer-term recovery planning. In this article, we take a look at the development organizations that were most active in recruiting for positions in the country from January to December of 2025. Devex’s job board listed 566 Sudan-based development roles during this period. Hiring activity was concentrated in Port Sudan, the country’s principal coordination hub for humanitarian operations. Other emerging locations included Khartoum, Kassala, and Kosti, with many positions requiring flexibility to support cross-border and remote field operations. Top UN agencies hiring in Sudan 1. United Nations Children’s Fund Year founded: 1946 Headquarters: New York, United States Sudan office: Gereif West, Manshiya, Block # 3, Hara 1/D, Omak Street – East Khartoum Sudan-based jobs posted in 2025: 85 UNICEF works to improve the lives of children by supporting access to health care, education, and protection services. Active in more than 190 countries, the organization combines emergency response with long-term development work to help children not only survive crises, but thrive beyond them. Last year, the agency sought candidates in Sudan for roles in project management and operations, WASH (water, sanitation, and health), and education. United Nations High Commissioner for Refugees Year founded: 1950 Headquarters: Geneva, Switzerland Sudan office: Ahmed Kheir Street (North of Farouk Cemetery), Khartoum Sudan-based jobs posted in 2025: 40 UNHCR is the main U.N. agency providing critical humanitarian aid for individuals and communities affected by crisis and forced displacement. The organization also works with governments to strengthen asylum systems and uphold refugee human rights. In 2025, the agency recruited talent for Sudan-based roles in administration and operations, protection, as well as field work and external relations. Over the course of last year, the bank advertised for roles in Sudan in logistics, program and policy, as well as administration and business support. United Nations Office for Project Services Year founded: 1995 Headquarters: Copenhagen, Denmark Sudan office: Petronas Complex No. 13, Block 7, Nile Avenue, East Wing, Ground floor, Khartoum Sudan-based jobs posted in 2025: 30 By providing technical expertise in infrastructure, supply chain, and program implementation, UNOPS supports the delivery of peace and sustainable development initiatives. The agency is currently looking to hire a lead civil engineer to provide technical expertise and oversight in rebuilding critical infrastructure across Sudan. The role will be based in Port Sudan. Last year, the organization listed several vacancies in protection, shelter and emergency, WASH, as well as partnerships to support its work in Sudan. Currently, the organization is seeking a director for its SMART program to lead strategy, coordination, and compliance in Sudan. The role will be based in Zalingei in the western part of the country.
