Our analysis of last month’s tenders of bilateral donors reveals that the following five bilateral agencies announced the most procurement opportunities. Compared with tenders posted in April, most of the procurement opportunities from these five donors were in the water and sanitation sector. WASH tenders even accounted for the bulk of opportunities available at two of these five agencies. French Development Agency (62) The French Development Agency issued more than half of its tenders in water and sanitation (18) and infrastructure (17). Morocco, Ghana and Cameroon — three of the largest recipients of French aid in Africa — were the countries where AFD issued the most tenders. Japan International Cooperation Agency (47) The Japan International Cooperation Agency announced the bulk of its tenders in project management (11) and environment and natural resources (8). Interestingly, JICA solicited proposals for a string of ex-post evaluations across its programming worldwide. Aside from JICA’s global programming, the bulk of the agency’s tenders were issued in Asia, including in India and Vietnam. U.S. Agency for International Development (39) The U.S. Agency for International Development issued the most tenders in the following sectors: project management (9), health (6) and social development (5). The bulk of these tenders were for projects in sub-Saharan Africa, followed by Europe and Eurasia. Notably, USAID issued four tenders in Madagascar; last week, the Obama administration lifted coup-related restrictions on aid to the Malagasy government. Kfw Entwicklungsbank (30) Kfw Entwicklungsbank issued nearly half (13) of its tenders in the energy sector — a heavy focus for the German development bank. KfW announced most of its tenders in Asia and Africa, including in middle-income countries such as Vietnam and Namibia. Belgian Technical Cooperation (18) Belgian Technical Cooperation issued seven of its tenders in water and sanitation — more than for any other sector.
