    USAID plans to spend $31.1 billion in the coming months

    Of this amount, $4.6 billion will be spent on new opportunities — $3.1 billion in Washington and $1.5 billion in USAID missions.

    The U.S. Agency for International Development does not hold a business forecast call for the last quarter of the fiscal year. However, it still updates its business opportunity portal, allowing us to look into its future priorities. Based on the latest data, the world’s largest bilateral donor plans to finance 245 opportunities in the coming months, with their cumulative maximum budget amounting to $31.1 billion. This represents a $1.9 billion cash-terms increase compared to Q4 of the previous fiscal year. The details of the anticipated contracts, such as the budget and solicitation date, are provisional and may be changed by USAID at any time. This may explain any slight differences between this piece and figures on the portal. Which opportunities are in? Our analysis shows that 163 opportunities this quarter, worth $22 billion, were also included in the previous forecast. The biggest portion went to the NextGen contract, which is discussed separately below. USAID added 65 new opportunities this quarter, worth over $4.6 billion. Of these, 48 contracts, worth $1.5 billion, will be procured in USAID missions, while the remaining 17 contracts, worth $3.1 billion, will be procured in Washington. Among missions, the biggest total allocation will be spent in Madagascar, worth $186 million for five contracts. The biggest will go to Access Miahy, a $100 million initiative that aims to reduce maternal, neonatal, and child morbidity and mortality through primary health care services. Other missions with significant budgets include the Democratic Republic of Congo, with $175 million; South Africa, with $150 million; and the Philippines, Jordan, and Ghana, with $100 million each. Meanwhile, several USAID bureaus and offices also added new anticipated contracts this quarter. The Office of HIV/AIDS has the largest allocation, worth $2 billion. This is for three task orders under NextGen CompTA, which will provide technical assistance to both Washington and USAID missions on health procurement, warehousing, and distribution. The Bureau for Humanitarian Assistance ranked next, with $725 million, followed by the Office of Health Systems, with $300 million, and the Office of Professional Development and Management Services, with $50 million. Global health retook the top spot among sectors, with nearly $3 billion for 23 new opportunities — about six times its allocation in the previous quarter. The increase was driven by the three large task orders under NextGen CompTA. Devex also tracked the opportunities that were removed from the pipeline. USAID explained on its business forecast website that anticipated opportunities may be delisted from the list for three conditions: a contract has been awarded, the opportunities have been canceled, or funding is no longer available. However, we also identified that some opportunities may get temporarily removed whenever they are being updated. Overall, 51 opportunities, worth nearly $2.2 billion, were removed from the current pipeline. This included 11 opportunities with a maximum budget of $100 million each and 13 opportunities with a maximum budget of $50 million each. The rest are worth somewhere between $4 million and $25 million. On the other hand, 17 contracts, worth $4.4 billion, were readded this quarter, including the $3 billion NextGen PSA HIV contract, the $500 million HSS Integrated Design contract, and the $300 million Universal Health Care Project in the Philippines. Updates on NextGen As mentioned in the previous section, the PSA HIV contract has been readded this quarter, but we found no changes from the previous version. The maximum budget is still pegged at over $3 billion, and the awarded date is set for March 31, 2025. Two contracts were pushed back further: • Integrated PSA, worth over $3 billion — pushed from September to December 2024. • QuTI Award, worth up to $300 million — pushed from July to September 2024. Meanwhile, there were no changes around PSA Diagnostics and the In-country Logistics contracts, worth up to $2.8 billion and $1.5 billion, respectively.
