What’s inside the World Bank’s $38.9 billion pipeline?
The World Bank's portfolio currently includes 210 projects with a total value of $38.9 billion. Where will the projects be held and what are the biggest projects so far? Devex investigated the data to see.
By Alecsondra Kieren Si // 21 April 2025Currently, there are 360 projects in the World Bank’s pipeline with a tentative committed amount of $63.6 billion from the International Development Association, or IDA, and the International Bank for Reconstruction and Development, or IBRD. With the World Bank Spring Meetings happening this week and the looming uncertainty within the development community on what’s next given the tumultuous past months, what is there to look forward to? The bank added 210 more projects to its pipeline since our last analysis, bringing the total number of upcoming projects to 360. Even without complete cost data, the bank’s main development arms — IDA and IBRD — have already set a commitment amount of $38.9 billion for these new projects. That number reflects the anticipated financing, and it may fluctuate as the projects advance through the pipeline. Projects often remain in the pipeline for extended periods as they move through several internal stages, from concept review to appraisal, negotiations, and finally, bank approval. At each of these steps, funding figures and project scopes are still subject to change. Once the project passes bank approval, it then moves to the active status within the Bank’s project cycle. Not all projects reach completion, however, as there is still a chance for the Bank to drop projects. Of the added projects in the pipeline, 119 of these are in the concept review stage, while 18 of these have begun appraisal. Forty-four are in negotiations and 24 are nearing approval . This analysis is based on tentative commitments made by IDA and IBRD. The data can be accessed through the World Bank’s project portal and on the Devex Funding Platform Where are these projects located? Regionally, the highest proportion of these projected funds will be executed in the South Asia region. South Asia can expect 36 projects amounting to $9.4 billion, while the Eastern and Southern Africa region has 41 projects worth $6.7 billion. The Latin America and Caribbean region has 30 projects worth $5.9 billion. Western and Central Africa has 34 projects worth $5.3 billion; Europe and Central Asia, 25 projects worth $4.7 billion; East Asia and Pacific, 23 projects worth $4.4 billion; and the Middle East and North Africa, 20 projects worth $2.3 billion. At a country-level, India has the most in the pipeline, with 12 expected projects worth $5.8 billion so far. In terms of bank commitments, these are the largest projects as of the moment: • $1.8 billion to increase the employability of graduates in India. • $1.5 billion to improve energy security in South Africa and contribute to the transition toward a low-carbon economy. • $1.5 billion to mobilize finance and enable markets for resilient investment in Indonesia. • $1.1 billion to support the decarbonization of energy-intensive value chains in Brazil. • $1 billion to improve productivity and diversification in agrifood systems in the Philippines. • $930 million to improve railway infrastructure in Iraq. • $925 million to improve the accountability and financial performance of trading services in South Africa. • $819 million to improve irrigation service delivery in Turkey. • $800 million to develop and strengthen the resilience of the West African coast. • $750 million to enable the integration of large-scale renewable energy into the power transmission grid in Turkey.
