    Which countries receive the most ODA? And who gives it to them?

    A Devex special report looked at the countries which received the most ODA, and found that while Ukraine had seen a sharp rise in support, other major trouble spots had seen falls.

    ODA is not distributed equally, according to either population or need, according to figures gathered by Devex in an exclusive new report.

    Devex looked at the countries that received the most aid in 2022 and found that Ukraine dominated. In total, $28.7 billion of ODA went to Ukraine, compared to just $7.2 billion to the next recipient, Syria, and $5.8 billion to Egypt.

    The report also found big swings in aid from year to year. While Ukraine aid skyrocketed from almost nothing, Syria saw a decline of $2.5 billion from 2021 to 2022, and most other major conflict areas also saw a dip.
