The Inter-American Development Bank Group annual meetings are well underway. IDB Group is the main multilateral financial institution catering primarily to the Latin America and Caribbean region. The group is comprised of three entities: the Inter-American Development Bank, IDB Invest, and IDB Lab. These entities all have their own roles to play. One of IDB's principal means of engagement involves supporting governments in the region to deliver services via private sector contracts. This analysis will look at the contracts awarded by IDB in 2024 — the most recent year with complete data. IDB funding through contracts dropped from $3.4 billion in 2023 to $2.4 billion in 2024. In total, IDB awarded 7,000 contracts; 655 of these, worth $103.5 million, were described as “exited.” The rest, worth around $2.3 billion, is active. In order to analyze who received contract funding, Devex used the raw contract awards dataset available from the IDB’s website. We based the figures on active contracts only. There are discrepancies between what IDB shows in the overview on its website and the raw data available for download. We have reached out to IDB for further clarification. What does the top-level data say? IDB’s main financing mechanism is through loans. According to the data, most of the contracts, 5,661, were financed via loans, amounting to $2.1 billion. IDB categorizes its contracts into six types: works, consulting firms, goods, non-consulting, individual consultants, and external audit. For this analysis, Devex will be looking into works, consulting firms, and goods contracts. These contracts are more directly correlated to development projects funded by the bank. Works contracts, those that refer to the construction of infrastructure, got the most funding with $1.4 billion. Consulting firm contracts, those that refer to providing intellectual expertise, received $204.4 million. Goods contracts, those that refer to providing materials and appliances, received $170.9 million. IDB’s contracts span many economic sectors. The top-funded among them is the health systems strengthening sector. There were 244 contracts awarded, amounting to almost $169 million. The next sector is urban drainage, receiving $160.1 million. The country that got the most funding is Brazil, receiving 195 contracts worth $385.3 million. Next is Guyana with 42 contracts worth $200.5 million; Peru with 55 contracts worth $187.6 million; Bolivia with 161 contracts worth $174.6 million; and then the Dominican Republic with 63 contracts worth $88.4 million. Contractors on IDB deals can come from countries outside the Latin American and Caribbean region. In 2024, IDB worked with contractors from 41 different countries globally. Contractors based in Brazil received the most funding with $469.9 million. TPF Engenharia Total number of contracts: One Total amount: $12,042,249 TPF Engenharia received a single contract worth $12 million for the Urban Resilience and Revitalization Program in Brazil. 2. INDRA Brasil Total number of contracts: One Total amount: $8,526,696 INDRA Brasil also received a single contract worth $8.5 million for the Fiscal Management Modernization Project in Brazil 3. Consorcio Planho-Tash Total number of contracts: Two Total amount: $7,666,778 The consortium of Planho and Tash received two awards, amounting to $7.7 million. Both of these contracts amounted to $3.8 million for the strengthening of the trauma and emergency care network in Honduras. 4. Empresa de Tecnologia da Informação do Ceará- ETICE Total number of contracts: Two Total amount: $7,849,462 The Empresa de Tecnologia da Informação do Ceará received two contracts amounting to $7.8 million. The largest of these amounted to $7.3 million for the state government digital transformation project in Brazil. 5. Bureau de Nutrition et de Développement Total number of contracts: One Total amount: $6,999,998 The Bureau of Nutrition and Development received a single contract amounting to almost $7 million to support the Haiti education sector plan project. Goods 1. IQTEK Solutions Total number of contracts: One Total amount: $13,873,417 IQTEK Solutions received a single procurement of goods contract worth $13.9 million in relation to the improvement of connectivity and digital transformation in the Dominican Republic. 2. Rapiscan Systems Total number of contracts: Two Total amount: $13,715,748 Rapiscan Systems received two contracts worth $13.7 million. The largest of these amounted to $7.7 million for the procurement of goods in relation to the improvement of tax and customs revenue collection services in Peru. 3. EDUCTRADE Total number of contracts: One Total amount: $13,121,118 Eductrade received a single contract worth $13.1 million for the procurement of goods in relation to the strengthening of hospital networks in Honduras. Works 1. Consorcio Tambopata Total number of contracts: One Total amount: $85,500,039 The consortium of Tambopata received a single works contract worth $85.5 million for the storm drainage upgrade and expansion project in Peru. 2. China Road And Bridge Corporation Total number of contracts: One Total amount: $75,887,908 The China Road and Bridge Corporation received a single contract worth $75.9 million to support the construction of climate-resilient road infrastructure in Guyana. 3. Pci-Sinopharmintl Consort Total number of contracts: Two Total amount: $48,698,358 The consortium of PCI and SinoPharm received two contracts, totalling to $48.7 million.
