ARTICLE 19 México y Centroamérica is an independent and nonpartisan organization that promotes and defends the progressive advancement of the rights of freedom of expression and access to information of all people, in accordance with the highest international human rights standards, thus contributing to the strengthening democracy.

In this sense, ARTICLE 19 Mexico and Central America envisions a region where all people express themselves in an environment of freedom, security and equality, and exercise their right to access information; facilitating the incorporation of society in making informed decisions about themselves and their environment, for the full realization of other individual rights.
ARTICLE 19 was founded in London, United Kingdom, in 1987, and takes its name from Article 19 of the Universal Declaration of Human Rights:
"Everyone has the right to freedom of opinion and expression, this right includes the freedom to hold opinions without interference and to seek, receive and disseminate information and ideas by any means and regardless of borders."
The Office for Mexico and Central America began operations in 2006.
