EnCon Services International LLC and EnCon Services Ltd were established, respectively, in Washington and in Sofia, Bulgaria in 2004 to take advantage of the growing opportunities for sustainable energy project development, especially in Eastern European, former USSR and other countries with economies in transition.
Prior to the establishment of EnCon, its staff was responsible for setting the standard for energy efficiency project development and financing throughout European Union (EU) Accession Countries, with the implementation of the U.S. Government sponsored Development Credit Authority in Bulgaria – a credit guarantee facility for energy efficiency project development. This successful program led to the establishment of the EBRD’s first sustainable energy financing facility – the Bulgaria Energy Efficiency and Renewable Energy Credit Line - for which EnCon is currently providing technical assistance, and which has served as the model for subsequent sustainable energy finance facilities of EBRD in Georgia, Slovakia, Romania, and Ukraine.
EnCon’s experience with sustainable energy project financing resulted in the award by KfW of the Renewable Energies and Energy Efficiency Facility in Montenegro that EnCon implemented from January 2007 through December 2008. In January 2008, EBRD awarded EnCon a contract to initiate a second credit line facility in Bulgaria – the European Union Energy Efficiency Finance Facility (EUEEFF).
In January 2009, EnCon was awarded a contract to implement EBRD’s Western Balkan Sustainable Energy Credit Line Facility (WeBSECLF) in Serbia, Bosnia and Herzegovina, Montenegro and Macedonia.
EnCon staff have worked in over 300 municipalities, industrial enterprises and utilities throughout the region to develop and implement energy efficiency district heating, co-generation and renewable energy projects, including, Bosnia and Herzegovina, Czech Republic, Hungary, Lithuania, Macedonia, Moldova, Montenegro, Serbia, Slovakia, Poland, Romania, Ukraine, Russia, and most extensively in Bulgaria.
In addition to extensive activity in transition countries and new EU member states, EnCon is actively involved in sustainable energy development in the U.S. EnCon staff have been involved in distributed generation and smart grid activities since 2003, before such topics came to the forefront, including aggregation and control of 50+ MW of emergency generators in New York City for participation in demand response and ancillary services programs offered by the NYISO. Recently, EnCon has established a partnership with a commercial real estate developer and a venture capital group to develop sustainable energy industrial parks.
