Fundacion Paniamor is a Non-Governmental Organization of Costa Rica (NGO), non-profit, without political-partisan affiliation, of a technical nature and preventive nature, created on September 9, 1987 under the Law of Foundations No.5338 of 28 August 1973. It is duly registered in the Public Registry of People Section, Volume 90, Page 37, Seat 107.

For its work in defense of the rights of children and adolescents, the PANIAMOR Foundation was declared of public interest for the purposes of the Costa Rican State by Decree No. 19212-JH of September 13, 1989.

Any nation that aspires to exercise the right to development of its peoples, and to do so in a sustainable manner, must first of all ensure the well-being of its human contingent with more accumulated history in its baggage and with greater projection towards the future: people minors. It is an essential requirement of this aspiration to guarantee the fulfillment of rights and ensure the satisfaction of the needs of this special group.

Due to complex political, economic, social and cultural reasons that are shared with many other nations, in Costa Rica, non-militarized forms of violence that limit the right to the development of children and adolescents have been historically legitimized and covered up. They inhibit the development of the country. Their manifestations range from intra-family violence to institutional violence, from educational exclusion to commercial-sexual exploitation, from the lack of real opportunities for personal growth and social progress to discrimination.
