Ministry of Energy and Water (Lebanon)
The Ministry of Energy and Water handles water, electricity, oil, minerals, mines and quarries, according to the following powers and tasks:
First: In the water sector
Monitor and monitor the agent, statistics, and study of water resources, and assess the needs of water and the areas of its use in all regions.
Monitor the quality of surface and ground water and define its standards.
Setting a general design project for allocating and distributing water resources for drinking and irrigation nationwide, and developing a general guideline plan for water and sanitation, constantly updating it and submitting it by the Minister to the Council of Ministers.
Designing, studying, and implementing major water installations such as dams, mountain lakes, tunnels, riverine drainage, water networks, etc., and putting them in investment.
Conduct artificial feeding of groundwater reservoirs as necessary and monitor the investment of the quantities extracted from them.
Working to protect water resources from waste and pollution by setting texts and taking the necessary measures and measures to prevent their pollution and return them to their natural quality.
Granting licenses and licenses to explore for water, use public water and river public property, and conduct all related transactions and grant them in accordance with the laws and regulations in force.
Carrying out water, geological and hydrological studies and researches, collecting technical data in the water field, drawing up technical maps and updating them regularly.
Exercising control and trusteeship over public institutions and other bodies operating in the water field in accordance with the provisions of this law and the texts and provisions of each.
Enhancing the performance of public water investment institutions, and monitoring this performance on the basis of the indicators mentioned in the duly certified business program.
Setting standards to be adopted in studies of public investment institutions, implementing their works, investment terms and regulations for surface and ground water and wastewater, and standard systems for water quality and control.
Executing the acquisition transactions belonging to the Ministry and the public investment water establishments subject to its guardianship in accordance with the laws and regulations in force.
Express an opinion on the licenses of mines and quarries in terms of their impact on water resources.
Securing public relations with citizens and informing them of everything that matters to them in water affairs and rationalizing its use.
Second: In the electricity sector
Laying down the general policy for the sector, setting the general guideline plan, discussing the guiding studies and finalizing them and submitting them to the Cabinet for approval.
Propose comprehensive rules for organizing services related to the production, transmission and distribution of electric energy and supervise implementation.
Proposing bills and decrees related to the electricity sector.
To suggest general safety conditions, environmental conditions and technical specifications that must be met in construction and electrical installations.
To make the necessary contacts with other countries for the purposes of electrical interconnection and the exchange of electrical energy, and to conclude the necessary agreements after the House of Representatives authorizes them to do so.
Take all available measures, including ensuring distribution, in accordance with the laws and contracts concluded by the state to address any disruption in any of the activities of the electricity sector that would negatively affect the interests of this sector or the rights and interests of consumers.
Third: In the oil sector
Ensuring the implementation of agreements, laws and regulations related to oil affairs and its derivatives in its various types, especially:
Importing crude oil, passing it through Lebanese territory, and refining it locally.
Distribution, storage and pricing of gas and liquid fuels.
Manufacture of petroleum products, import and export of petrochemical products.
Oil exploration on Lebanese soil and in regional waters.
Oversighting the private establishments dealing with oil exploration or pumping and transporting crude oil or refining it or distributing oil products and checking their accounts and controlling the cost of producing liquid fuels or other oil products in accordance with the provisions of the law and agreements.
Take the necessary measures to secure the country's need for liquid fuels.
Study laws, regulations, and agreements with private institutions related to oil affairs in economic, technical, and financial terms, in preparation for introducing the necessary amendments to them or abolishing them, or to develop new texts.
Carrying out or supervising technical studies and research in the field of oil exploration and in the field of petrochemical industries and granting licenses related thereto
Collecting statistical information related to the production, import, export and consumption of petroleum products, preparing the necessary economic studies to draw up the state policy related to oil affairs to develop long-term plans for the oil industry and to supply the country with liquid fuels and grant import or export licenses for refined products of petroleum and its derivatives and petrochemical products.
Taking care of issues of environmental pollution with oil and its derivatives, in cooperation with the necessary authorities. See more
