The Ministry of Foreign Affairs and Cooperation (MINEC) created by Decree 2/94, of December 21, whose duties are defined by Presidential Decree 19/95, of December 29, resulted from the merger of the powers and functions of the extinct Ministries of Business Foreign Affairs (MINES) and Cooperation (MICOOP). In this way, MINEC is the central organ of the State apparatus that plans, directs and coordinates the implementation and execution of foreign policies and international cooperation.
The Ministry of Foreign Trade (MINES) was created by Decree 1/75 of the Council of Ministers on 27 July, whose functions were to establish relations of friendship, peace and cooperation with the peoples and governments of the world on the basis of principles enshrined in the Constitution.
Later, Presidential Decree 65/83 adapts the objectives and functions of the MINES as the organ of the Council of Ministers that directs, plans and controls the foreign policy of Mozambique establishing and developing relations of friendship, peace and cooperation with other peoples, governments and states of the world.
