To be an institution recognized as rector of the country's housing policy, guaranteeing universal access to decent housing and habitats.

MISSION

They are the Public Institution responsible for establishing, governing and implementing the housing policy of the country with emphasis on low-income sectors.

The mission of the MUVH, is to set the National Housing Policy and promote housing programs, within the framework of macro-economic policies and the National Development Plan that expresses them, tending to meet the demands of housing and housing solutions of the population.

The Institution's efforts focused on:

• Allowing access to adequate housing for families of different socio-economic strata of the population, through the implementation of the Community Improvement Programs, the Mortgage Credit Rediscount and the Cooperatives Pilot Project of Housing for Mutual Assistance.
• Follow up and attention to the programs and projects developed in previous administrations, providing personalized attention to the beneficiaries, in order to solve the specific problems of the same and their villas. 
• Manage the loan portfolio of CONAVI and the BNV, and implement Laws 1555, 1741, 2637 and complementary, which modify the credit conditions of the previous housing programs.
• Encourage contacts with national and international organizations to coordinate actions and finance housing projects. Agreements were signed, projects were implemented with donation from the Republic of China Taiwan, and the efforts were reactivated before the IDB with a view to Neighborhood Improvement projects.

• Address the housing needs and basic services of the population, prioritizing solutions for families with limited economic resources.
• Encourage and promote the construction of affordable housing and preferably housing of social interest.
• Improve human settlements with community participation.
• Consider urban and environmental impacts.
