AREAS OF EXPERTISE

Planning Integrated Peacekeeping Operations

The Pearson Peacekeeping Centre can convene multiple stakeholders responsible for planning and conducting integrated peace operations. This contributes to building a “shared vision” among the multiple stakeholders in a UN or UN- mandated mission. We are known for our ability to provide strategic advice and consultation with government departments responsible for providing resources (human and material) capable of functioning in integrated missions.

Leadership of Peacekeeping Operations

Highly effective leadership is the single most critical factor for the success of any process. An effective leader can optimize the use of limited resources, can inspire their subordinates/personnel, and set the proper example for any of the activities that fall in their area of responsibility. As peace operations and transitions by States continue to become more complex, they require leaders who can critically analyze lessons learned, as well as know how to manage the dynamic environment in which they work.  The Pearson Peacekeeping Centre’s expertise in building leadership capacity is the basis for continued focus in this area of expertise, particularly in supporting leaders’ ability to mentor their subordinates, monitor performance, and negotiate with host governments, as well as other stakeholders.

Deployment Readiness

The Pearson Peacekeeping Centre has developed an internationally renowned expertise for assisting institutions and their leadership, as well as governments, in understanding the requirements for deploying personnel into integrated peace operations. Capacity building projects or programs generally focus on supporting Troop and Police Contributing Countries (TCC/PCC) and their organisations to prepare police and military personnel for deployment across the peace operations continuum.

Sexual and Gender-based Violence

Sexual and gender-based violence undermines peacekeeping efforts. Until recently, this issue was beyond the purview of the international community given cultural practices and taboos. Our expertise in creating a safe space for addressing the critical issue of sexual and gender-based violence has been established. The Pearson Peacekeeping Centre is a leader in supporting the development of national capacities that create environments where women and girls, in particular, can be safe and secure. Increasingly, men and boys are the victims of sexual violence which the Pearson Peacekeeping Centre addresses directly, but with cultural sensitivity.

Women in Peace Operations

Women are an integral actor in building capacity at the local, national and international level. The Pearson Peacekeeping Centre’s expertise in convening seminars that broaden the perspective of women as leaders is well established and has supported changes in policies and practices with regard to women participating in peace operations and reconciliation.

Community Policing

Our expertise in policing is well established. We have responded to the UN’s requirement for better trained UN police. The Pearson Peacekeeping Centre understands that post-conflict States progress better when they focus on national rule of law that links the efforts of their police, courts, and corrections systems. Community policing provides a mechanism to achieve that objective.

Rule of Law

The UN Department of Peacekeeping Operations defines Rule of Law as follows: the principle of governance where all persons, institutions and entities, public and private, including the State itself, are accountable to laws that are publicly promulgated, equally enforced and independent adjudicated and which are consistent with international human rights norms and standards. The Pearson Peacekeeping Centre has the ability to support leaders of government, ministries and institutions as they build national action plans consistent with rule of law principles.

Exercises and Simulations

Our exercises and simulations go beyond the host nation geography and military information.  Our scenarios define the political, social, religious, economic, and legal constructs, which establish the reality in which the exercise participants will operate.  Our scenarios emphasize international and regional geopolitical dynamics.
