The Programme is implemented by the Project Management Unit within the Ministry of Culture, Romania.

PA14 Programme "Cultural entrepreneurship, cultural heritage and cultural exchange" (referred to as RO-CULTURE Programme) aims at strengthening social and economic development through cultural cooperation, cultural entrepreneurship and cultural heritage management.

Total budget of the Programme amounts to 33,956,471 €, as follows:

• 28,863,000 € – financial contribution of the EEA Grants;
• 5,093,471 € – co-financing from the national budget.

At least 10% of the total eligible costs of the Programme will target the improvement of the situation of the Roma population.

The expected OUTCOMES and OUTPUTS of the Programme are:

Outcome 1 – Cultural heritage management enhanced: 

• Monuments restored and revitalized
• Innovative cultural exhibitions of restored objects supported
• Roma cultural heritage revived  

Outcome 2 – Access to culture increased:

• Cultural entrepreneurship enhanced
• Larger audience developed
• Roma cultural initiatives developed
