He is a freelance consultant specialising in molecular biology, laboratory sciences, epidemiology, and livestock development in the UK and Turkey. He has thirty-four years of professional experience, solid qualifications, and sound knowledge of EU acquis communautaire legislation on livestock and agriculture development. He is an experienced professional in academic life and international development. He has worked extensively for international organisations such as the UN, UNDP, WHO, European Commission and the World Bank. During the thirty-four years of his professional career, he has also worked and built substantial experience in agriculture and rural development, food safety and biostatistics. This has developed due to his work for the United Nations in its peacekeeping operations. Ha has conducted numerous trainings in contingency preparedness for Avian Influenza, epidemiology, laboratory skills and food safety, statistics and livestock management systems. During his experience in the Institute of Cell, Animal and Population Biology at the University of Edinburgh, he conducted laboratory work and research with the team that performed the first cloning, named (Dolly) of the sheep. 1998 He established the first Molecular Biology Research Laboratory at the Veterinary Faculty at the University of Ankara, Turkey. Throughout his academic and professional career, he has published articles and scientific work in molecular biology and laboratory science, prepared sample surveys for the UN, and toolkits for Avian Influenza, epidemiology and livestock development in the Balkans. Ha has drafted a technical report commissioned by the World Bank (Establishing a Biotechnology Research Unit at the Centre for Research in Ankara). He has an excellent command of English and Turkish and speaks good Albanian. He has strong computer skills, using several software and operating systems. HE is willing to continue my work in international development and seek recruitment with international agencies in Europe, the US and Asia. He has adapted well to mission life, a complex environment, and challenges. He is a good team leader and loves to work in a team. Married and has no children. He supervised the restructuring and development of the Azerbaijan State Veterinary and Laboratory Network in 2016. He completed Albania's EU-funded Food Safety and Veterinary Network project between 2016 and 2019. He drafted a Technical Proposal for a consortium member for the EU Tender called “Capacity building for the alignment with the acquis in the areas of agriculture, rural development, food safety, veterinary and phytosanitary policy - EuropeAid/138038/DH/SER/RS” in 2018. He established the first Animal Hospital in Albania, Pets & Partners Albania, in 2011 and has been working as the Director of the Hospital since then. Some of his highlighted work is as follows; a) Pertained monitoring “Standards Before Status” activities at the Kosovo Interim Administration as UN staff, Coordinator for Agriculture and Livestock Statistics, United Nations Mission in Kosovo between 2001 and 2005. b) Worked as an international consultant for the World Bank project “Agricultural Competitiveness Project” in Azerbaijan. Drafted the Terms of References for the Establishment of Azerbaijan Food Safety Agency (AFSA) in 2016 c) Worked at the European Investment Bank-funded Fruit Gardens Moldova project, resolving a conflict between beneficiary stakeholders in 2019. d) Drafted and proposed the Rationalization of the Albanian Food Safety and Veterinary Laboratory Network in 2009. e) Worked as a key expert for the EC-funded AL/IPA2013/04 “Restructuring and Strengthening of Albania's food safety and veterinary laboratory network” 2016-2019. f) 15 years of professional experience with institutions, agencies and ministries directly dealing with regional agriculture and livestock development. g) Experienced in veterinary epidemiology in Kosovo, Albania, and Azerbaijan. h) 10 years of experience in livestock development, animal breeding, animal husbandry, and food safety. i) Took part in the project called “Thematic Evaluation of EU. Financial Assistance in the Agriculture and Rural Development Sector in Turkey” j) Drafted the Winning Technical Proposal for the Project “Support to establishing disease surveillance and control programs and alignment with chapter 12 of the acquis” in Kosovo.
