Resourceful, accomplished, and innovative Polytechnic graduate with over 18 years of experience in Project and MEAL (Monitoring, Evaluation, Accountability, and Learning) Management across Africa, Asia, and MENA, I consistently strive to meet and exceed the quality expectations of each organization I work with. I have extensive Project Management and Monitoring & Evaluation experience with Multilateral Development Banks (MDBs) and donors such as the Alliance for a Green Revolution in Africa (AGRA), the Foreign, Commonwealth & Development Office (FCDO), European Union (EU), USAID, USDA, OFDA, ECHO, and IRISH AID. I have led numerous project/program and strategy designs across Africa, Asia, and MENA and conducted country assistance/engagement evaluations for portfolios exceeding US$4 billion. My expertise spans sector evaluations, cluster evaluations, thematic evaluations, corporate evaluations, and project/program impact evaluations across diverse fields, including food security, resilience, livelihood, governance, rural development, agri-business, health, humanitarian aid, education, and infrastructure. I have established various MEAL systems and innovative learning approaches, such as CLA, Evaluative Thinking, LAD, and Adaptation systems for programs in West Africa. My academic background is a testament to my diverse knowledge and skills. I hold an engineering degree in Economic Statistics from the Algerian National Polytechnic School, a Master’s Degree in Project Management from the African Centre for Advanced Studies in Management (CESAG) in Senegal, a Master's in Management from the International Institute for Water and Environmental Engineering (2IE-Foundation) in Burkina Faso, a Graduate Certificate in Leadership and Public Management from the University of Minnesota under the Mandela Washington Fellowship for Young African Leaders Initiative (YALI), and an M.Phil and Ph.D. in Economics from the University for Graduate Study in Management (UGSM Monarch Business School) in Switzerland, specializing in Impact Evaluation. In 2015, I was selected as one of the Young African Leaders for the Mandela Washington Fellowship for the Young African Leaders Initiative (YALI). Throughout my career, I have published articles in the MEAL field, including a book on Reflective Impact Evaluation. Additionally, I have taught evaluation-related courses at various universities in West Africa, including CESAG in Dakar (2018-present), TECHNOLAB ISTA in Bamako (2015-present), and SUP ‘Management (2008-2014).
