Albert is a senior economist specialised in macroeconomics and public financial management (PFM) within the World Bank’s Macroeconomics Trade and Investment (MTI) practice in East Africa. He is currently deployed to Mozambique leading MTI’s technical assistance programme. Albert has extensive experience in financial programming, the introduction of medium-term budgeting frameworks, macroeconomic diagnostics and modelling, debt sustainability analysis, programme and results-oriented budgeting, and in strengthening the linkage between planning and budgeting. He also has good knowledge in monitoring and evaluation, logical frameworks and developing indicators. Albert has over 19 years of professional experience with a good understanding on the institutional and change management aspects of improving public finance management and public sector efficiency in ministries of finance and sectoral ministries. He is experienced in the application of problem-driven and politically informed approaches to policy reform. Albert has team leader and training experience, managing international and multi-disciplinary teams in more than 15 countries.
