Andrew Hall is an experienced monitoring and evaluation (M&E) specialist, serving as the lead M&E advisor in USAID's Office of Transition Initiatives (OTI) since April 2013. In this role, he provides a range of technical assistance to OTI’s political transition programs around the world, including field work with programs in Afghanistan, Cote d'Ivoire, Pakistan, Syria, and Yemen. Prior to his current position, he served for two years as OTI’s Deputy Country Representative in Islamabad, Pakistan where he managed a large media development project and oversaw the program’s extensive, multi-layered monitoring and evaluation system. Before joining USAID, Andrew worked at the National Democratic Institute (NDI) for more than four years, managing a number of democracy assistance programs throughout Asia, including field work in China, Malaysia, Pakistan, and Sri Lanka. Andrew earned a Bachelor’s degree in International Politics from Georgetown University's School of Foreign Service and a Master’s degree in Comparative Politics from the London School of Economics.
