Annie Bertrand is a private sector development and financial inclusion expert with a Harvard MBA and two decades of experience in over 50 countries. Through the World Bank, the Organization of American States, UN Women, and UNCDF, she provides technical assistance to central banks in the Caribbean and Africa to develop financial inclusion strategies and regulatory frameworks that expand access to and usage of digital financial services for MSMEs. In 2025, she founded the Caribbean Digital Finance Alliance (CDFA) to strengthen the region’s digital financial ecosystem. Previously, Annie led a multi-million-dollar private sector portfolio with the Inter-American Development Bank (IDB) and advised multiple regional agencies on driving growth and resilience through exports, innovation, and digital transformation. Her publications on Small Island Developing States (SIDS), women’s economic empowerment, and inclusive tourism models are used globally for capacity building and advocacy. Annie began her career in 2001 at Deloitte Consulting in Montréal as a Certified Management Accountant (CMA). Her passion for international development began in Sri Lanka while supporting post-tsunami economic recovery, and later extended to rural education in India and youth development across the Middle East and North Africa. Since immigrating to Barbados in 2006, she devoted countless volunteer hours to community development.
