Over 34 years national and international professional experience in PFM and budget reform, out of which almost 20 years in the Australian Public Administration in PFM management positions.
Over 15 years experience as Team Leader/Project Manager and PFM expert in the Newly Independent States (NIS) (Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan, Tajikistan), European Neighbourhood countries (Jordan, Armenia, Georgia) and Pakistan, Afghanistan and Bangladesh.
Excellent leadership and management skills, proven capacity to manage large technical assistance projects.
Highly developed knowledge of all aspects of budget development, preparation and execution: program budgeting; strategic planning; results/performance based budgeting; monitoring and evaluation; MTBF/MTEF; national and subnational governance; cooperation with Parliaments.
In-depth knowledge of EU budget support and USAID assistance instruments.
Extensive experience in design and implememtation of large scale capacity building programs in all aspects of PFM to national and sub-national levels of government.
Excellent analytical, communication and reporting skills, proven capacity to manage multi-disciplinary teams in multicultural environments.
Native English speaker, Proficient in the Russian language.
