Distinguished INTERNATIONAL DEVELOPMENT EXPERT - ENERGY & WATER with over 30 years of progressive technical and program leadership experience, including more than 20 years focused on managing complex water, wastewater, and energy infrastructure projects across the MENA region and West Africa. His work has concentrated on fragile conflict-affected environments, including Iraq, Afghanistan, and the State of Palestine - as a means of enhancing peace, security, sustainable socioeconomic development, promoting socially inclusive policies, and championing gender integration into all programs. Holds a PhD in Civil Engineering from Colorado State University, USA, and is credentialed in the United States as a Registered Professional Engineer (PE – Civil), Project Management Professional (PMP), Board-Certified Water Resources Engineer (BC.WRE), and Professional Hydrologist (PH). Specialist in the planning, design, and construction of capital-intensive civil, water resources, and energy infrastructure projects, including scoping and due diligence activities. His expertise spans project management procedures and systems, financial oversight, risk mitigation, quality assurance, and health, safety, and environmental (HSE) compliance. He also incorporates environmental sustainability, climate change adaptation and resilience into project delivery. Recognized for his leadership in program setup and design, strategic direction, people management, contract management, monitoring and evaluation, analysis and reporting, knowledge development, and program accounting—all aligned with international standards in environmental science and climate policy. He has demonstrated strong capabilities in navigating complex, multi-stakeholder environments, working closely with donors, governments, and local communities through a diplomatic and results-driven approach. A U.S. citizen, Dr. Mohammadi is multilingual - fluent in English, Kurdish, and Persian (Dari), and proficient in Arabic. As a result of his multicultural background, he has a unique ability to understand diverse socio-cultural structures that have enhanced his ability to earn trust and respect in facilitating effective communication with host nation stakeholders.
