A registered Professional Engineer (PE) - Civil Engineering, USA; a certified Project Management Professional (PMP); a Board-Certified Water Resources Engineer (BC.WRE), USA; and a Professional Hydrologist (PH) – Surface Water, USA, with 30+ years of progressive technical and leadership experience including 20 years dedicated to implementing national water resources and energy infrastructure programs in the MENA region and West Africa, notably the fragile and conflict-affected countries of Iraq and Afghanistan. Specialized in the planning, design, and construction of a wide spectrum of capital-intensive civil and water resources and energy infrastructure, and interrelated scoping and due diligence. A solid track record in project management (procedures, systems, and finance processes) and strong leadership in team management, knowledge sharing, and achieving impactful outcomes through diplomatic skills in navigating complex relationships with diverse stakeholders, donors, and local communities. Have led multi-disciplinary teams in carrying out projects in water safety planning, urban and peri-urban water supply and stormwater treatment, dam engineering, integrated water resources, infrastructure security and vulnerability, hydro-diplomacy, asset management, value engineering, stakeholder facilitation and management, institutional strengthening, and capacity development. Have held senior executive positions with various global engineering and construction firms and delivered projects supporting international organizations, including the World Bank (WB), Asian Development Bank (ADB), European Commission (EC), European Union (EU), KfW Development Bank, Deutsche Gesellschaft für Internationale Zusammenarbeit (GiZ), and the United States Agency for International Development (USAID), in rebuilding critical infrastructure and stabilizing the socio-economic and health conditions of fragile countries emerging from war or conflict. Key leadership responsibilities have included: program set-up and design; program management; quality assurance; strategic leadership; representation and promotion; people management and team leadership; monitoring and evaluation; analysis and reporting; knowledge development; and contract management and program accounting to meet required standards in environmental science and climate change adaptation. Recipient of accolades and recognitions for exemplary leadership in the successful implementation of on-the-job training programs to build capacity in the design, construction, and project management of energy and water infrastructure.
