Carla Aguilar

Carla Aguilar is an international development professional with more than 22 years of experience in democracy and governance, including work with USAID, the Government of Guatemala and multilateral organizations. Ms. Aguilar has extensive experience in program design, management, and monitoring and evaluation. Her areas of expertise include civil society strengthening and grants management, human rights, attention of victims of the armed conflict and indigenous people's rights. She has served as a DCoP for an Access to Justice Activity in Colombia and for a Local Government Activity in Honduras. She has previously served as Senior Democracy and Governance Advisor for USAID/South Sudan and for a short term at USAID/Bangladesh, where she supported the management and oversight of the governance program in a very complex and multicultural environment. Prior to those assignments, she spent ten years with USAID/Guatemala as a Democracy and Governance Advisor/Transparency Expert and a Project Management Specialist/Civil Society Expert where she work in strengthening CSOs and indigenous groups. Ms. Aguilar also has completed assignments with the Guatemalan Ministry of Foreign Affairs, Permanente Mission of Guatemala to the OAS where she was deeply involved in the development of the Inter-American Declaration for Indigenous Rights and was even vice-president of the working group. She also worked with the Guatemalan Human Rights Ombudsman's Office and various non-governmental organizations where she focus on force displacement population and indigenous people's rights, specially focus on Guatemala refugees in Mexico. Ms. Aguilar was involved in a variety of activities aim to implement the Peace Accords in Guatemala.
