Christophe Schmandt

Christophe Schmandt is a planner and engineer with over 30 years international experience in the water and environmental sectors. As a multi-disciplined professional he combines technical with institutional/ analytical with strategic skills – to affect sustainable water resources infrastructure, management and policy throughout Europe (Western & Eastern), Central Asia, Africa and North America. He has worked with many National Governments, International Financing Institutions and Donors to develop sound water sector strategies and multi-million dollar drinking water/ wastewater investment projects - with a particular focus in the following areas:

• Water Resources/ River Basin Management (per the EU Water Framework Directive) to develop Programs of Measures for the protection of, protection from and allocation of water
• National Water Sector Policy (strategic planning - consensus building - advise to ministries for sustainability per natural/ climate change, fiscal and trans-boundary settings)
• Community Water & Wastewater Infrastructure (concept-feasibility studies, tender & contract documents, works supervision, economic analysis per WFD, cost-benefit analysis, affordability/willingness-to-pay studies, national-regional investment plans)
• Water Sector Institutional Strengthening (advisor & on-the-job training for utility managers)
• Environmental Strategies & Impact Assessments for natural and anthropogenic factors, including climate change
• Investment and Operations Strategies (financing via national, donor and Private Sector Participation - PSP and Public-Private Partnership – PPP models)
• Independent Agent (Tender Agent, representation of national ministries, program evaluation)
• Capacity Building (Program Office Director, Resident Engineer, Mission Specialist)
