Mr. Cabañero is an experienced senior project manager, and finance, operations, and compliance specialist, with experience working on complex programming across the Asia-Pacific region for USAID projects. Over the past decade, Mr. Cabañero has taken on progressively responsible positions managing projects with international development partners, with particular focus on finance and operations. Currently, he serves as Deputy Chief of Party for the $36 million USAID-funded Vietnam Sustainable Forest Management Activity, where he leads all operations, finance, procurement, HR, communications and knowledge management to maximize efficiencies and deliver results. Previously, as Regional Finance and Operations Manager at DAI, he provided daily oversight of 23 projects in Asia worth over $400 million, providing instruction and guidance to a staff of 30 to troubleshoot on project management issues, ensuring project teams have the right resources for procurement, contracts administration, and financial management services. Through his experience, Mr. Cabañero has attained a practical knowledge of applicable US government rules, including FAR and AIDAR, and has developed project policies and systems in line with these regulations. Furthermore, he has experience working with local staff and partner organizations to improve their capacity to meet these USAID regulations. Prior to joining DAI, Mr. Cabañero served as Operations and Research Associate for USAID's Water Communications and Knowledge Management (CKM) Project implemented by ECODIT, providing operational support for general operations of the project and providing support for ex-post evaluations around the world, including field survey prep work, processing contracts and purchase orders for consultants, drafting SOWs, and paying invoices in compliance with USAID rules and regulations.
