Dr David Elkins is an experienced and mission driven leader in global health and international development. David brings a facilitative leadership style that combines vision, strategy and program execution, business development, thought leadership, and strong communication skills. He collaborates well within and across organizations and has a strong record building and inspiring productive teams. He has 18 years’ experience as Chief of Party or Country Director with USAID, DoD (WRAIR), DFID and AusAID (DFAT). He has an extensive track record of managing complex, multimillion-dollar international programs with clear strategies to combat fraud and corruption. He has proven experience working effectively with multiple stakeholders including government, military personnel, donor organizations, universities, and civil society. In terms of his academic knowledge, he has 45 peer-reviewed publications covering HIV/AIDS, BCC, carcinogenesis and parasitology. His expertise covers Program Management in Conflict and Post-conflict environments, Health Reform, Economic Stabilization, Public Health, Health Reform, HIV/AIDS, MCH and TB, Pandemic Response, Program Design/Implementation and U.S. Government Regulations.
