I am active for more than 30 years by now; in various facets of infrastructure management; such as; infrastructure economics, finance, accounting & law; transactions, procurement & contracts; institutional arrangements & implementation structures; land acquisition, clearance & compliance; sustainability issues etc. My professional career can be broadly divided into five spells, as follows. 1. During initial days of career, I had worked at the State Secretariat (Government of Maharashtra, GoM, provincial Government in India), mainly at Finance Department. Out of those 14 years, about 10 years was the experience in expenditure wing at a Desk involved in financial and economic scrutiny of expenditure proposals by other Departments and State PSUs, mainly about projects of urban infrastructure. I was a part of the team, engaged in conceptualizing number of Government SPVs in Maharashtra. 2. Further to that, I was a faculty member at Apex Training Institute for GoM, where, during the tenure of 3 years, I had designed and conducted more than 50 training courses on urban infrastructure & PPPs for Class I & II officers, from municipal sector. Those courses covered all the facets of infrastructure management. 3. Next was my spell of 4 years within IL&FS group at the level of Vice President. I was leading a team of professionals in infrastructure consulting, mainly monitoring number of PPP Advisory Assignments. Generally, those four years with IL&FS group were extremely helpful for gaining hands-on experience about (a) PPP methodology and framework, (b) formulation, appraisal and approval procedures for PPPs, (c) procurement processes, (d) legal and contractual arrangements, concession agreements, and (e) infrastructure financing. This tenure also involved lot of internal training to youngsters on various infrastructure issues. 4. Moving ahead, I had worked as a PPP Expert for 1 year, under TA 7625 from the Asian Development Bank (ADB) at Himachal Pradesh, in India. In crux, it included supporting PPP Cell at State level during PPP Projects Structuring, Appraisal and Management on one hand; and policy support on the other. Training and capacity building were the key deliverable in this assignment. I was involved with complicated road sector projects in hilly areas of Himachal Pradesh, with lot of engineering challenges in it. 5. I had worked as a full-time faculty member at Amity University, Noida, India. My job involved actual teaching infrastructure and PPPs in a two-year full time MBA program in Infrastructure Management. I was also involved in research and consulting activities. As a requirement of guiding MBA students, I had developed number of case studies about all steps in life cycle of an infrastructure project. In between those 5 major spells, I had worked intermittently on number of individual assignments from international agencies; such as, ADB, World Bank, JICA, UNDP, USAID etc. From Nov 2018, I am back in my hometown (Mumbai), currently with PwC, mainly looking into assignment for them, regarding a smart city program. As international experience, I had worked in Vietnam on a World Bank funded project and in Nepal and Bhutan during IL&FS days. I had also worked under a regional TA by the South Asia Department of the ADB, which involved offsite experience of working on issues in Bangladesh and Sri Lanka. That apart, I had worked on projects by UNDP, USAID, IFC, JICA, DFID etc. Occasionally, I am also a visiting faculty at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie for training to All India Services (IAS) Officers.
