Dr. Hashim Al-Ali is an internationally-qualified senior macroeconomist with extensive leadership, development planning, monetary policy, public financial management, planning and forecasting modelling, macroeconomic analysis, macro-fiscal integrated modelling, input-output tables construction, input-output modelling techniques and modelling applications, impact studies and measurements, investment planning, productivity growth, economic and fiscal reforms, and statistics experience. During his career, spanning four decades, Dr Al-Ali has led teams and managed macroeconomic development and fiscal/financial/monetary policy with Arabian Gulf countries, Economic and development research, spearheaded national initiatives for the allocation of financial resources, and supervised the related works, including the adopted policies, of the Central Bank of Iraq, the Ministry of Planning, Central Statistical Organization and Ministry of Finance in Iraq, together with the projects’ activities associated with these economic institutions, as part of large USAID project, formulated macroeconomic policy strategies and development outlook with special emphasis on medium term macroeconomic, fiscal framework and monetary aspects in Somalia, restructuring and advising on monetary policy and economic growth in Afghanistan at Da Afghan Bank and Ministry of Finance, and in Azerbaijan at the National Bank of Azerbaijan, both were part of two large reform projects by USAID in these countries. He has undertaken various technical planning, fiscal, financial, monetary and applied macroeconomic development planning and fiscal integration modelling lead assignments in Kosovo with USAID, Namibia with EU, Sierra Leone with DFID, Uganda with the World Bank, Libya with UNDESA, Yemen with UNDESA, Timor-Leste with the World Bank, Jordan with USAID, EU and UNDP, Bangladesh with the World Bank, Iraq with USAID large projects, Afghanistan with USAID project, Rwanda with USAID funded project, and now in South Sudan, with the UNDP focusing on economic development and reform, public finance management, monetary policy, economic development planning and good governance, investment planning, private sector development, and formulating and applied macro-fiscal-financial –sectoral planning, input-output modelling and application, macro-fiscal integrated modelling and forecasting models. Dr. Al-Ali has played an integral part, with leadership roles, and advising top decision makers on multiple USAID projects including AMEG, UN projects, DFID projects, World Bank projects and EU projects in more than 17 developing countries. Dr. Al-Ali is quite well known economist on international level, and he has accomplished numerous development planning, investment planning and growth, PFM and financial as well as central banking policy, process and operations projects, on behalf of various international organizations, at various Ministries of Planning, Finance, Central Banks and Prime Ministers Offices in a number of developing countries, world-wide.
