Emmanuel Elisa

I am a South Sudanese national with good procurement, finance management and administration skills and currently doing long-term consultancy as Project Coordinator, managing the Non-Oil Revenue Mobilization and Accountability in South Sudan (NORMA-SS) with portfolio level of over US$14.31 million US Dollars, Ministry of Finance and Planning, Republic of South Sudan. I provide over-all management oversight to the project implementation activities including procurement, financial management, administration, budget preparation and management; and logistics operations. I manage the project on the basis of the Procurement and Finance Rules and Procedures of African Development Bank, given that the government still lacks the required level of capacity to manage donor funds prudently. I previously managed a US$9 million grant provided by the World Bank to support the Private Sector through the Ministry of Commerce, Trade and Industry, with very satisfactory rating.
