Dr. Grace Namaganda is a human resource for health (HRH) expert with extensive experience in HRH and project management. She holds a Doctor of Health Administration specializing in Health Policy and Advocacy, a Master of Science in Health Services Management, and a Bachelor of Dental Surgery. For over 17 years, Dr Namaganda has served at senior management level designing and implementing a variety of health and HRH projects in several countries in East and Southern Africa. She has managed and provided HRH technical assistance on several USAID and PEPFAR funded projects including the Health Finance and Governance project (HFG), the Human Resources for Health in 2030 (HRH2030) project, and the Uganda Capacity project an associate award to the CapacityPlus project. As a senior level manager, Dr. Namaganda has participated in strategy development served as key liaison with donor and government stakeholders negotiated partnerships spearheaded program planning and implementation supervised and mentored senior level project staff and provided leadership in project monitoring, evaluation, and report writing. As an HRH expert, Dr. Namaganda has worked extensively with WHO Geneva, Afro, and Eswatini as an HRH technical advisor. She served as technical advisor to the WHO Geneva in the development of the Workload Indicator of Staffing Need (WISN) User's Manual that is currently in use. Dr Namaganda has also provided TA to several health ministries including the MOH Uganda, Rwanda, Namibia, Eswatini, and Malawi in HRH policy, planning, management, and advocacy. She has collaborated directly with USAID and PEPFAR Malawi and Eswatini providing HRH TA in developing Country Operational Plans (COP), ensuring efficient use of PEPFAR supported health workers, planning for and transitioning PEPFAR supported positions, and supporting the use of Government to Government (G2G) funding to the government of Malawi. Through her work, Dr Namaganda has gained in-depth understanding of the complexities of health systems strengthening and specifically HRH. She has gained invaluable experience working with people of diverse backgrounds and working with multiple stakeholders. Dr Namaganda has honed the skill of creating strategic alliances and winning the trust of partners and government counter parts alike. She has excellent networking and strong conceptual skills with intrinsic capacity building and mentoring skills, and she easily breaks down complex strategies to simple implementable interventions and deliverables. She is a passionate HRH advocate and inherently, she is attentive to detail and driven to excellence.
