Founder of InfraestructurasCovid, a not-for-profit community of volunteers, infrastructure experts and related professionals who collaborate to help Spanish authorities make decisions about infrastructure during the Covid-19 crisis.

I have worked in the infrastructure consultancy business as an advisor to national and sub-national governments, project sponsors, lenders and investment funds in over 50 PPP projects. My work spans multiple regions including the US, Central and South America, Western Europe and Southeast Asia, with project investment values ranging from USD 10m to USD 4bn.

Currently Director of Infrastructure Advisory at TYPSA, a multinational engineering and consulting services firm based in Madrid.

Formerly Founder and Managing Director of Solvere Infraestructuras, a consulting firm specialised in PPP technical advisory services. Deep knowledge of the cross-discipline working environment of PPP projects on both the public and the private sector, which has given me a broad understanding of the economic, financial, legal, commercial and technical implications of the subject.

Between 2013 and 2015 I worked as Team Leader of IRSDP (Infrastructure Reform Sector Development Program), a PPP Project Development Facility (PDF) of the Government of Indonesia established under the Indonesian Planning Agency. The PDF was financed by the Asian Development Bank (ADB), with a total value of US$ 36 million. The facility supported the central government and the contracting agencies in the identification, preparation and contracting of PPP projects. Key features of my role:

  • Responsible for a team of 30+ international and national consultants, as well as the procurement and supervision of consulting firms that were contracted for specific projects.
  • Project pipeline of 5 water, 3 waste management, 7 transport and 2 urban development projects with a combined capital investment of US$6bn.
  • Direct support to the central government and local authorities in PPP policy and regulatory reform, including the new PPP law and its implementing regulations, supporting policies and toolkits.
  • Reported to the Director of PPPs in the Ministry and liaised with ADB and development partners such as the World Bank, the Islamic Development Bank, JICA and IIF, sponsors, lenders and investment funds.
  • Supported the preparation of the PPP Book in 2013 and 2014 and also provided recommendations to the government in the process of joining the Asian Infrastructure Investment Bank.
  • Knowledge products produced by my team included capacity building materials, toolkits, guides, presentations and concept papers. Upon finalisation of the IRSDP loan in 2015 I was responsible for preparing and discussing the Project Completion Report with the ADB and the Planning Agency, identifying lessons learned and making key recommendations for future project development facilities in the country

At the end of 2015 I moved back to Madrid and resumed my work as partner of Solvere, where I provide technical advisory services to governments, lenders and investors, mainly in project preparation and transaction, PPP policy and due diligence processes. I continue to advise the Indonesian government in policy and project development matters.
