Colombian economist. Consultant, researcher and advisor to multilateral organisms, academic institutions, national governments, public and private enterprises, and NGOs, with extensive national and international experience in the formulation, structuring, promotion, management, institutionalization and socioeconomic evaluation of development policies, programs and projects, particularly in the energy, forestry, environmental, climate change, agricultural and rural development fields. He has combined his policy designs and project structuring with vast technical experience in the design and implementation of socioeconomic methodologies, including integrated energy and economic modeling; renewable energy and biofuel market studies, investment analysis and financial due diligence; national and sub national energy balances and statistics; energy end use surveys and demand studies in the household, transportation, industrial and commercial sectors; rural electrification and energization surveys; base line poverty surveys and socioeconomic stratification methodologies; agricultural and energy information systems. He has been director or senior consultant of more than 90 projects and programs for more than 60 clients in over 30 countries.
