Matthew Lovick

QUALIFICATIONS SUMMARY: Mr. Matthew Lovick has 30 years of senior management experience including Executive Director, Regional Director, Country Director, and Chief of Party in large multi-donor financed programs focused on economic growth, public sector reform, finance and market development, small business development, community revitalization, and humanitarian response. He has combined expertise in commercial bank and financial institution coordination, community credit programs, small enterprise development, citizen participation, NGO/CBO development, employment generation programs, community mobilization, emergency/humanitarian response, and urban regeneration. Mr. Lovick has the requisite COP and regional experience effectively managing large economic development programs in challenging settings. As Chief of Party for the USAID Iraq Community Action Program, he led the design and implementation of donor funded microfinance programs valued at $27 million and secured a $140 million dollar mid-level finance facility (the Iraqi Mid-Market Development Foundation) between OPIC, CHF and the oalition Provisional Authority to make medium sized loans to larger Iraqi businesses. Mr. Lovick has managed USAID programs on finance and economic growth in Egypt, Pakistan, Kenya, and Romania. As the Africa Director for Mercy Corps, he oversees and manages programs in over 13 countries that have a combined value of $265 million and a staff of over 1600 full time employees. Mr. Lovick is an experienced manager of bi-and multilateral donor funded programs including expertise in rapid program start-up, contractor oversight, administration, logistics, large scale procurement, budgeting, finance, and compliance. He has managed budgets of more than $250 million and supervised technical and program staff of over 1500 people. Mr. Lovick has country experience in Azerbaijan, Bosnia, Croatia, Central African Republic, Democratic Republic of Congo, Egypt, Ethiopia, Haiti, Hungary, Iraq, Jordan, Kenya, Lebanon, Liberia, Lithuania, Mali, Morocco, Niger, the Palestinian Territories, Poland, Romania, Russia, Senegal, Serbia, Somalia, Sudan, South Sudan, Tanzania, Tunisia, Uganda, and Zimbabwe.
