Mustafa Kudrati is an international health and development executive with over 30 years of experience managing integrated health programs and leading human rights policy and advocacy initiatives. From 2022-2023, Mr. Kudrati was the CEO and President of Plan International USA, overseeing 59 girls’ rights projects, 130 staff, and a 58 million USD annual budget. In this role, he oversaw the organization’s policy and advocacy; development and humanitarian programs; monitoring, evaluation, research and learning; financial management; resource mobilization; people and culture; and legal governance and compliance. He also initiated multiple organizational transformations to increase efficiency and effectiveness, including shifting organizational culture toward a systems-strengthening development approach; engaging LMIC as partners and counterparts; improving financial management practices; and establishing annual reporting on program performance and impact. From 2017-2022, he was the EngenderHealth (EH) Vice President of Programs, overseeing reproductive health projects in 15 country programs, and also 3 regional offices and 2 global projects. During his tenure, programs achieved an annual increase in clients served from 3.5 to 3.9 million, and an increase of savings in direct health care expenses from 200 to 340 million USD/year, despite a halving of the budget from 80 to 40 million USD/year. He maintained high-level relationships with USAID, other government donors, and foundations, and he has co-led several major organizational transformations. From 2009-2017, as the Pathfinder International Senior Country Representative for Tanzania, Mr. Kudrati managed a diverse reproductive health portfolio of over 20 projects, with awards totaling more than 50 million USD. In that capacity, he oversaw a team of more than 100 professionals supporting projects in 800 health facilities, ultimately providing quality services to 600,000 girls and women. Pathfinder-Tanzania's programs included health facility, community-based, and home-based initiatives focused on: family planning (FP); safe abortion advocacy; maternal, newborn, and child health (MNCH); HIV/AIDS testing and treatment; tuberculosis (TB) detection and treatment; population, health, and the environment (PHE); and prevention of sexual and gender-based violence (GBV). Mr. Kudrati also served as a member of Pathfinder International’s Executive Team from 2016-2017. From 2003-2009, Mr. Kudrati was the global technical lead for Pathfinder International’s institutional capacity building programs. He provided support to strengthen non-governmental organization (NGO), faith-based organization (FBO), and local government capacity in strategic planning, program supervision, operational management, financial oversight, sustainability, leadership development, and governance. From 1999-2003, Mr. Kudrati worked as an organizational development consultant, providing services to NGOs and the public sector in Eastern and Southern Africa and Southeast Asia. His responsibilities included facilitating integrated program conceptualization and implementation, institutional capacity building, strategic planning processes, and transitions of programs from international to national organizations. From 1992-1999, Mr. Kudrati co-founded and directed the Kuleana Center for Children’s Rights, which received high acclaim for its child rights advocacy and its model practices for working with at-risk children. Mr. Kudrati was born and raised in Tanzania, where he attended government primary and secondary schools. Later he earned his Bachelor's in Development Studies at Hamilton College and his Master's in Public Administration at Harvard University in the USA.
