Summary

Nancy Lloyd Pfahl has more than 30 years experience in the design, implementation, and evaluation of higher education and community programs to build organizational capacity through learning and process improvement. She is skilled in Organizational Capacity Building and Change Management: In her consulting practice Dr. Pfahl has focused on how, why and where to increase capacity to achieve an organization’s mission and goals through continuous evaluation of what has been learned and identification of process improvements to produce results. Fundamental to her practice are researching and recommending best practices, planning strategically for development and change, writing action and evaluation plans, engaging a wide range of partners across the organization and within the community, monitoring and evaluating program implementation, preparing and managing budgets, ensuring compliance with funding requirements, and reporting to funding agencies, foundations, corporations, and donors. Qualitative Research and Evaluation: Dr. Pfahl is skilled in developing models and assessment tools for organizational capacity building, providing blueprints for capacity development and for organizational change. She has applied those skills in Indonesia, Nigeria, India, and the U.S. A seasoned researcher with experience in narrative inquiry that she uses as a form of developmental evaluation, she leads others to understand how and why programs and processes can succeed or fail within their organizations. Personnel Management: Dr. Pfahl has managed a foundation board and departments within and complex projects and programs of organizations where she has demonstrated capacity building, management and leadership skills. As Chief Development Officer leading College of DuPage fundraising, she supervised a staff of 13 professionals and led more than 600 teams to develop education programs and proposals. Workforce and Professional Development: She has taught students and faculty from diverse socio-economic backgrounds; developed professional and academic programs; and planned the education and skills development of youth and adults in international, domestic, and distance learning contexts. The USAID workforce development project for which she wrote the resource development plan became self-sufficient in five years and through community partnership building. The Centre for Vocational Education grew to become the first NGO-supported community college in South India. Higher Education: In addition to her research and development work, at College of DuPage Dr. Pfahl led a writing team for the college’s North Central Association Accreditation Self-Study. Earlier in her career she coordinated, edited and published the first Educational Development Plan to obtain initial accreditation for the New Jersey School of Architecture, New Jersey Institute of Technology. Both schools received accreditation, results that reflect her capacity for collaboration, analysis, and planning that leads to identifying deficits and making innovative recommendations for closing the gaps.
