I introduce myself as a free lance Management and Development consultant particularly as Health Sector Reform Specialist ( Public Procurement and Supply Chain Management) with about 40 (1975-2015) years of multi-disciplinary experience (Health, Education, Nutrition, WASH, SME) in India and abroad (South Asia /South East Asia) with projects / programs of UNDP, UNICEF, World Bank, ADB, IDBI, DFID and Govt. of India. This includes 9 years of international experience in Bhutan and Laos. My primary area of expertise is Procurement and Materials / Supply Chain Management and secondary areas of expertise are SMEs Development, Market Research; Project Management, Skill Development, Training and Management Consultancy. I have good knowledge of Procurement Rules / Guidelines of Govt. of India, World Bank, ADB, DFID, UNDP and State Governments. Out of 40 years around 17 Years of experience is exclusively in the area of public procurement and supply chain management mainly for drug / hospital supplies. This includes developing of Procurement Manuals, Drafting of Procurement Act, Preparation of Procurement Guidelines /SOPs / SBDs, Support in setting up of Bihar Medical Services Infrastructure Corporation Ltd., Implementation of best practices like introducing e-procurement , Web based MIS & reporting system ,Institutional Development , Capacity Building of staff, gap assessment and other required technical support for strengthening of Procurement and supply chain system. I am also member of empanelled resource pool of World Bank as Public Procurement Trainer/Consultant and visiting faculty with various Management Institutes. I am sure my wide experience in the area of Public Procurement and Supply Chain particularly with Health sector will be an asset for the assignment.
